Since the downloads are dead and the torrent has no seeds I decided to investigate whether or not there was a way to recover the files.
After much searching for a working translated version I've compiled a working version of the game. In order to get it to work on Windows 7 64bit.

Found out that someone who created a port of a SDL port of the PAL which allows the game to run in Windows/ GNU/ Linux/ Mac OSX http://sdlpal.codeplex.com/

After downloading files I discovered it indeed contain the translation files.
I believe the translations were done by the members of chinesepaladin.org forum but I'm not sure which version of the translation patch is currently being used in the port.viewtopic.php?f=9&t=21
TLOSAF LANGUAGE FILES
So I created this pal folder that contains a copy of all parts I extracted which one would need to run the English translated game.
Use 7.zip to extract
Note that both pal95.mdf and pal95mds have been stripped out to keep the file size small.

The translation actually works better with the Win98 version. There are bugs with the 95 version I got stuck unable to give the drunk sword saint the wine using the translation. Use the Win98 version if you also run into the bug. Note: Running in Windows 8
Make sure to put in Windows 7 compatibly mode and give administrative privileges to Pal.exe.
